The Federal Government has introduced sweeping reforms to enhance revenue collection and standardize service pricing across ministries, departments, and agencies (MDAs), with the launch of the Federal Treasury Receipt (FTR) system, a key component of the Revenue Optimisation and Assurance Platform (RevOp).
The FTR, launched alongside the Central Billing System (CBS), provides a standardized, digitally verifiable receipt for all payments made to Federal Government accounts, ensuring direct correspondence between receipts and funds received.
This strengthens accountability, curbs revenue leakages, and boosts public trust in fiscal management. The CBS standardizes pricing and billing for government services, while RevOp, operational since August 1, 2025, offers real-time visibility of MDA revenues and automates revenue settlement and sharing.
Finance Minister Wale Edun described the reforms as transformative, stating, “The Federal Treasury Receipt, Central Billing System, and Revenue Optimisation and Assurance Platform usher in a new era of transparency and accountability in public finance.
By digitally tracking every kobo due to the government, we are safeguarding national resources and creating fiscal space for investments in education, health, and infrastructure to improve Nigerians’ lives.”
According to Mohammed Manga, Director of Information and Public Relations at the Ministry of Finance, the FTR and CBS are undergoing a 30-day pilot program across ten federal agencies to test performance, compliance, and stakeholder adoption.
A nationwide rollout will follow, ensuring integration across all revenue-generating institutions.
The reforms also pave the way for the National Revenue Service (NRS), set to launch in January 2026, which will consolidate and professionalize revenue administration.
The government reiterated its commitment to a transparent, technology-driven revenue system to support sustainable development and strengthen public trust.
