African Union Launches $30B Plan to Revamp Aviation Infrastructure


The African Union (AU) has unveiled a $30 billion initiative to modernize Africa's aviation sector, prioritizing the Single African Air Transport Market (SAATM).


The announcement came during the 3rd Financing Summit for Africa’s Infrastructure Development in Luanda.


Speaking at a high-level panel on financing and modernizing African civil aviation, AU representative Mataboge highlighted aviation's role in driving continental integration and economic growth under Agenda 2063 and the African Continental Free Trade Area (AfCFTA).


A joint study by the AU, African Civil Aviation Commission (AFCAC), International Civil Aviation Organisation (ICAO), and World Bank projects $25–30 billion needed over the next decade to bridge infrastructure gaps, with passenger traffic forecast to rise from 160 million in 2024 to nearly 500 million by 2050.


The plan includes $10 billion for airport upgrades and $8 billion for advanced communication, navigation, and meteorological systems.


It seeks to use $10 billion in public funds to attract $20 billion from private and institutional investors, facilitated by development finance institutions and AUDA-NEPAD, in alignment with SAATM and the Programme for Infrastructure Development in Africa (PIDA).


Key technologies featured include Airport Collaborative Decision-Making (A-CDM) and System-Wide Information Management (SWIM) for integrated airspace, plus renewable energy adoption to comply with global green standards and draw climate finance.


The AU pledged to create a modern, efficient, and sustainable aviation network to enhance connectivity, trade, and Africa's global competitiveness.
