FEC Approves ₦493 Billion for New Carter Bridge, Kano–Katsina Road Upgrade


The Federal Executive Council (FEC), chaired by President Bola Tinubu, has greenlit ₦493 billion for two major infrastructure projects: the construction of a new Carter Bridge in Lagos State at ₦359 billion and the rehabilitation of the 152-kilometre Kano–Katsina Road for ₦134 billion.


Minister of Works David Umahi, speaking after the FEC meeting on August 13, 2025, explained that the Kano–Katsina Road project, previously divided into two sections, has seen significant cost revisions due to economic realities. 


Section One (74.1 km), initially awarded in 2013 for ₦14 billion and later revised to ₦24 billion, is now pegged at ₦68 billion. 


Section Two (79.5 km), awarded in 2019 for ₦29 billion and adjusted to ₦46 billion, now costs ₦66.115 billion. 


Funding includes ₦6 billion from the 2024 budget and ₦34 billion from 2025 for Section One, with ₦80 billion allocated for Section Two over the two years.


For the Carter Bridge, Umahi revealed that underwater assessments in 2013 and 2019 exposed severe damage to its substructure caused by illegal sand mining, erosion, and corrosion. 


Contractor Julius Berger deemed the bridge beyond repair, recommending a complete rebuild at an estimated ₦359 billion. Discussions with Deutsche Bank for financing are underway. 


The FEC approved engaging seven specialized contractors under an EPC+F model to investigate, design, and bid for the Carter and 3rd Mainland Bridges, alongside promoting public-private partnerships.


Additionally, the FEC endorsed emergency repairs for several bridges, including Jalingo Bridge (Taraba), Ido Bridge, Keffi Flyover (Nasarawa), Mokwa Bridge (Niger), a damaged bridge on the Abuja-Kogi route, bridges along the Lagos-Ibadan corridor, Jebba Bridge (Kwara), and Itokin–Ikorodu Bridge (Lagos). 


These proposals will be submitted to President Tinubu via the Minister of Finance for approval.
