Court Affirms FRSC’s Authority to Penalize Motorist for Tampered Number Plate


The Federal Road Safety Corps (FRSC) has welcomed a Federal High Court judgment that upholds its legal authority to penalize motorists for violating traffic regulations, particularly those related to the proper use of vehicle number plates. 


The Corps Public Education Officer, Olusegun Ogungbemide, announced this in a statement issued on Thursday in Abuja, describing the ruling as a significant affirmation of the FRSC’s statutory powers.


The judgment, delivered by Justice Musa Kakaki of the Federal High Court in Lagos on June 23, 2025, stemmed from a case (FHC/L/CS/2367/2024) filed by Ojo Victor Olomi against the FRSC. 


Olomi had challenged the FRSC’s penalty for his use of a hand-painted, non-reflective vehicle number plate, which violated the National Road Traffic Regulations, 2016. 


He also contested the confiscation of his driver’s license, alleging it violated his fundamental human rights.


Justice Kakaki dismissed Olomi’s claims, ruling that his actions contravened traffic laws and that the seizure of his license was lawful. 


The court further clarified that hand-painted, non-reflective number plates constitute a punishable offense, reinforcing the FRSC’s enforcement mandate. 


The ruling distinguished this case from an earlier judgment in Chinwike Ezebube v. FRSC, noting different circumstances and affirming the FRSC’s legal authority.


Ogungbemide hailed the decision as a “landmark ruling” that strengthens the FRSC’s efforts to enforce road safety standards, particularly in vehicle identification. 


Corps Marshal Malam Shehu Mohammed urged motorists to comply with regulations and refrain from altering or tampering with number plates. He cautioned against misinterpreting past court rulings, emphasizing that the recent judgment provides clear legal backing for the FRSC’s actions.


“The FRSC remains dedicated to fostering a safer motoring environment and will continue to execute its duties with professionalism, integrity, and respect for the rights of all Nigerians,” Mohammed stated.


The ruling has sparked discussions among motorists, with some praising the FRSC’s commitment to safety, while others called for increased awareness about traffic regulations. 


The FRSC reiterated its resolve to uphold road safety standards across the country.
