UN Sec-Gen, Guterres meets Buhari, gives recipe for defeating terrorism in Nigeria

Antonio Guterres, United Nations Secretary-General, has posited that terrorism in Nigeria can be eliminated completely if the regional governments can find ways to adopt a re-integration policy for those who willingly give up arms against the state.

Guterres who was at the Presidential Villa Abuja, where he met with President Muhammadu Buhari on Wednesday, also posited that addressing the root cause of terrorism would involve a combination of fierce military operations and unravelling the remote factors that encourage acts of terrorism.

The suggestions follow the visit of the UN Scribe to Borno State, the epicentre of the insurgent crisis, where he met and interacted with a number of bandits who had given up arms voluntarily.

Guterres also gave assurance of the continuation of humanitarian interventions for underprivileged nations, despite the ongoing war between Russia and Ukraine, saying it has no adverse implications on its humanitarian programmes.

On the pressure from Ukraine for humanitarian assistance and how the UN supply to other nations in need would be impacted, “he said, from the point of view of the United Nations, it does not affect. We have increased our actions in Ukraine, but we have not decreased our actions in all other parts of the world. And my appeal to those that support financially, the United Nations is not to divert funds from other humanitarian and development funds of cooperation to the Ukraine crisis but to put additional contributions to that crisis not undermining the efforts in humanitarian and development cooperation that are taking place all around the world”.

On terrorists fighting back despite efforts by regional governments in Africa to decimate them, allegedly from support enjoyed by their financiers, the UN scribe responded saying, “it is simple, I saw it in Borno. If you fight terrorism just militarily, the terrorists will strike back, but if you fight terrorists militarily and address the root cause of this terrorism, terrorists will no longer have a chance to persist.

“I think that it was Mao Tse Tung that said that insurrection should move like fish in the water so, if the community are able to defend themselves and they trust the regional government institutions and if there are programmes to guarantee a full reintegration and of ex-terrorists and to guarantee that victims have a future, then I think that we can defeat terrorism”.
